| Description | Artificially generated demand creates oversupply. Oversupply leads to inefficient use and inferior quality. In the case of universal second language requirements these conditions can be detrimental to good cross-border communication. The HKLNA-Project seeks to assess true second language need and actual use, so that policy makers and individual citizens can make better choices with regard to the education of our children and thus improve our ability to communicate across national borders. |
