Project overviewOBJECTIVES OF THE PROPOSED PROGRAMME The present proposal that has been submitted is entitled ‘Programme on Sustainable Development and Environment’, and is spread over a period of three years 2004 – 2006. In Malaysia today, rapid modernization and unsustainable development have led to the exploitation and abuse of the environment. The thrust of our Sustainable Development and Environment Programme is in fulfilling the following overarching objective:- To promote a development strategy in Malaysia that is ecologically sound and socially just. our primary goals are to:- • Increase awareness on the root causes of environmental degradation and poverty and the link to the prevailing development model and consumption patterns both in the North and in the South; • Expose and educate about the environmental crisis that is taking place in the country in relation to our natural resources and our quality of life; • Advocate for sustainable alternatives to the present policies in areas such as in food production and agriculture, industry, transport, natural resources management and conservation etc; • Mobilise, assist and strengthen local communities and indigenous peoples affected by present policies and projects to voice their concerns and assert their rights to control and manage their natural resource base; • Push for increased transparency and accountability in decision making on the part of the government – commonly termed good governance; • Advocate for increased participation of local communities, indigenous peoples and citizens in decision making concerning the environment and development; • Have in place better laws and regulations to ensure that businesses and corporations do not adversely affect the environment and people and to improve their behaviour and • To also ensure proper enforcement by government of existing laws and regulations which protect the environment and people. WORK AREAS AND STRATEGY For this period 2004 – 2006, the focus of our Sustainable Development and Environment Programme will be on the following areas/issues: • Protection of natural resources and biological diversity in relation to - highlands and water catchment forests, mangrove forests, fisheries and water; • Sustainable agriculture and food production; • Genetic engineering and biosafety; • Toxic chemicals, substances, wastes and clean production; • Solid wastes ( household garbage ); • Sustainable transport and • Changing consumption patterns and lifestyle. In relation to the issues and work areas listed above, the following strategies and activities will be undertaken: • Community mobilization work (helping and mobilizing affected communities in specific problem areas eg. farmers, fishermen, indigenous groups) • Research, survey and testing (these activities will be carried out to gather information and to support our lobbying work) • Advocacy work (these are crucial in getting appropriate environmental policies in place; memoranda to government will form a major part of our work.) • Publications (these ensure dissemination of information to the public through our monthly news magazine, reports, pamphlets etc.) • Educational activities (these refer to our consumer education and training programmes for various community groups to increase their awareness of major environmental issues. Target groups include school teachers and students, university students, farmers and rural contacts, women and youth groups.)
